No, but when u make them believe that the ad was shown (not from where traffic came) on really trusted site (forbes.com for example) then the cpc will be very different than most people see.

Lol, yes in Norwegian. What is the problem nowadays? I don't know a word in Norwegian but there should be translating sevices around, I assume. Just need to do a research about promoting the article. I don't think it is very easy with SEO since it is non english website, so common techniques might not bring Same result as if you would promote an english article.

I have seen CPC`s of 17 euros in Norwegian and i thought they were great but for 100 dlls feels a little weird
