Some one Incresesing My Ctr, So google reducing Ranking of my website, Can any one suggest how to protect my website from this Negative Seo
 
There's nothing you can do from negative seo impact, except disavow bad links. You can find bad links with ahrefs or semrush create text file with all that links and just upload file on google disawow tool page. It will take few weeks until start working and see some improvements.

Oh i dont see that "Ctr" sorry, than you can try simple method maybe it will work. Create script that will hide ads for example on 24h for every user that allready click on it.

Some One Increasing Organic CRT Bro, He Sending Keyword Targetted Organic Traffic to my website, and my CTR to that page increased to 90%
 
So why are you not happy? Google is smart, I am sure they will catch the culprit. You wouldn't believe what kind of crazy shit is happenning between competitors in certain niches like adult, gambling, etc ...

If I were you, I wouldn't worry about it. It will go back to normal.
 
First setup your email alerts and keep an eye on your baclinks profile, protect your best backlinks, secure your website from hackers and malware, check for duplicate content and monitor your social media mentions, watch your website speed and don't make enemies online

Unfortunately, google is happy to penalize you, but they do not focus in providing enough mechanism in help protecting you against an attack, thus, you are basically on your own and there's nothing that you can do about those clicks that your site is receiving. For links, you can disavow, but for clicks, particularly adsense click fraud or click bomb, there's literally nothing that you can do to stop that.
