1. Be a male human.
2. Try to become a Hooter waiter.

No, Because Strip clubs are in entertainment industry. They can choose to not hire male dancers, Same as movie industry a male actor cant request a female role and then sue the director when he doesn't get the role, However Hooters is a restaurant and their business is primary in food industry.

Not sure I went through all the steps properly, my shift at hooters starts at 2 pm. Must have done something wrong? When do I get my money?
