Keybase/Stellar 2 Billion XLM Airdrop? (Having issues)

Basically, as stated in the following article > (https://chainbulletin.com/stellar-to-airdrop-2-billion-xlm/), at this very moment they're airdropping XLM.

I decided to give it a try. Created an account, downloaded and linked up 3 different devices to my Keybase account, made sure that all the requirements for the airdrop are legit and eventually tried to sign up for it.

What I got in return is a screen with the following statement: "Sorry, you're not eligible for the AirDrop."
Anyone else experiencing this?

I know that there were some issues with hackers, etc., which caused them to ban some countries but mine is not included. What is the issue then? I've read that in order to be able to join the airdrop, you had to have a Keybase account before a specific date, could that be the issue or that's just some rumors?

Also reported here that no airdrop will happen for Oct, and now been pushed back until Nov.
