In my country the average salary is $ 500-600 per month.
Online services are offered at the respectively price. For example, on Russian freelance kwork.ru
you can get quality design for $ 10-20.
In this way, I can look for Russian freelancers who willing to cooperate for a relatively low price.
Then, look for orders on freelance services like upwork, and get a profit from the difference in prices.
How do you rate the relevance of this method?

Yes. This is doable on upwork.
1. your providers need to be first class.
2. you'll have to deal with a lot of competitors willing to make the job.
You should do your own research to compare your services/prices with others.
3. There you'll find your answer.
