Yes I do it and it works, I use this to index links to my eCommerce sites, hasn't caused any issues (as yet anyway, never any guarantees, right) - not sure what you mean [but looks dangerous for Google] or [looks like a desperate solution] ... how is it different to a PBN in principal? (without being a network as such) - web2.0, like a blogger.com blog - resources page - put your links on it - add that blog to Bing Webmaster Tools (add account) - then submit sitemap etc - also use submit url specifically for the resources page (direct link to the blog/resources_page) - Bing will find and index the page reasonably quickly, (so will Google eventually). I use a number of different blogs with resources pages to spread the links around ..... once a link is indexed I go to the particular blog resource page and delete the link, it has done its job - this way the resources page doesn't appear spammy with a build up of essentially now useless links.
Slip a link into a Tumbler, Medium, Plurk etc or any other post that will likely get crawled ... "I recently joined this great site (XYZdotcom/my_profile_page) which will be an advantage to my website building (or to my business, or my education, or my ...) - it is a great resource for (whatever XYZdotcom actually does - so it makes sense) ...."
