I thinking about building backlink with blogspot comment, does they good for ranking SERP, even all of them are no-follow links, do I have to ping after leave a comment ?

Depends on if one considers diversification to be an integral part of ranking.

Any backlink is good if the PR is good. Even blogger sites have good ncontent and high page rank on them so if you are able to add a link on a high quality site like that manually, you should be good.

The problem is finding good quality blogs that allow comments.

Nope. A waste of time, if you ask me. There are far better ways to get diversity links than commenting on blogs.

If a blogger site has a lot of traffic and the post you happen to leave a link at receives a lot of traffic and comments as well... How is that not good?

Instead of that try reaching out to forums with high DA and DR. You will get good traffic and Rating

At first, Google exactly know which backlinks are in the comments area.
At second, most of them are nofollow.
At third, such "SEO" is pretty visible by do-follow/nofollow ratio.
In result a lot of wasted time without any significantly benefits.
