I really have a hard to time to attract people to my twitter.
My page is optimized and I post frequently.
What strategies you suggest that works best?

Its basically quality of posts that matters a lost. Also, do not flood the post with hashtags but atleast mention one in every tweet.

Using hashtags are very useful to gain followers. You should Tweet users of the same level to reach feedback to exchange some followers, both wins.

First and foremost make sure that you aren't ghosted. There are notification ghosting and tweet ghosting. Notification ghosting happens when you follow someone and the notification is not sent to his/her email address, this majorly affects the followback rate, not in a good way. Tweet ghosting happens when your tweets don't show up in Twitter search (under "Latest"). If your account is new, doesn't have too many followers (who can retweet you) and you suffer from both type of ghosting, you're close to invisible.

So check this first, doing further steps only makes sense, if you aren't ghosted.

Go to Twitter search, search for "from:username" (without the quotation marks, the username is your Twitter handle) and check the "Latest" tab. If your tweets show up, your tweets aren't ghosted.

I'm not sure about the notification ghosting (i guess you need to cease all actions for a while), but the tweet ghosting can be solved fast, the only thing you need to do is not post any tweets for 24 hrs, which violates the Twitter rules. If you can't figure out, which tweet violates the rules and which doesn't, don't post anything for a day. The ghosting should disappear, although if you post a tweet after the ghosting was removed, which violates the rules, you'll be ghosted again and the 24 hr period starts all over again. If you post a tweet or more tweets while you're ghosted, the counter always resets to 24 hr and you'll never be unghosted.
It also depends on the niche, apparently in the adult niche Twitter went overboard with the ghosting, so it's thougher there.

Let's say you have a CPA website teaching people how to promote CPA offers.

Just go and follow MaxBounty twitter page, and start following MaxBounty followers, 100-200 a day.

The people you follow would start following back. In 2 weeks you'll start seeing the result. thanks

You should just interact ( follow, like, reply ) with active followers of profiles which are similar to your niche, e.g. your profile is about politics then you may interact with e.g. Donald Trump active followers. Also you can collaborate ( re-tweets, etc. ) with other people who manage similar pages to yours. Like other users said, you should check if you are not shadowbanned.
