hi guys is there any cpa website , i can promote my offers without Tricked and lying to people?

there is but u need to find a clients. perhaps u can find a dentist and bring him people with broken teeths. in cases like that,price per lead will be much higher,like 10$ or 30$ per lead. i dont know much about this.

There is legal CPA, but its much harder to find clients without Black Hat methods. Be creative and you have a good chance to make some $$

Legal cpa? How about locking content that isn't "illegal" or grey/blackhat.... How about delivering them what you promised? Then it's "legal".

You can promote any legit offer through various CPA networks. There are offers for literally every niche out there. Just make a nice landing page which will pursue users to apply for the offer or whatever.
