The reality is everyone wants to do this. You talked about paypal so I guess you're talking about small sums. For small amounts then yea just wire transfers and western union etc. Obviously crypto as well. But if anyone wants to know about big sums I will state some methods. To be able to move a lot of money out of China cheaply, legally in whatever country you are in (but not legal in China) and at high volume is the holy grail. If you can move hundreds of thousands to millions out of China you can be very wealthy. There are a few ways to do this but I am not sure how legal they are but definitely illegal in China. There are people already doing this type of stuff and their rates tend to be 5% - 6% but that's a lot if you're moving out hundreds of thousands to millions.
The ways I know of are:
1. The super legit way is to go to someone who will offer to transfer you money in your destination country if you transfer them money in the home country. E.g. you sent someone 100k USD in chinese yaun to a Chinese bank account and they give you 100k USD in a US bank account. Most people arn't willing to do this.
2. You partner with a junket operator but then you have to be a high roller in a casino. They can help you move money out (also legit but requires huge capital and casino turnover but may actually be the cheapest way to get money out if you know which games to play and how to play them to get the least house edge i.e. play baccarat).
3. You set up a fake company in the destination country and then purchase goods from the fake company (this is a way to get money out of China) but then you have to pay tax and other duties. You probably can't do this yourself either unless you know a lot about international commercial contracts. If you want to do it legit you can legitimately sell yourself something but then that isn't very viable in the sense you need to have something to sell unless you're going to only pretend you're selling yourself something which is illegal. You also need to be able to speak mandarin. Generally though the method is forging contracts including shipping contracts and trade records. You also have to defraud customs. You can go to jail for this.
4. You can get money from China to Hong Kong then from Hong Kong to anywhere by setting up fake contracts (again unlikely you could do this yourself).
5. Each chinese national can transfer 2k out per day to a max of 50k a year so you pay poeple to transfer you money using their limit. Requires boots on the ground and knowing mandarin and likely you need to know cantonese too.
None of these options are viable for most people. Many are illegal. You are likely to end up in jail if you do it yourself. You go to someone and they can do it for you but then you have to charge them. Many methods even if not illegal in the destination country are going to be illegal in the home country of the money.

If you start combining methods maybe you can do something with those ATM withdraw facilities at Walmarts in the USA? I do not live in the USA myself but arn't those a thing? It's not that viable since then you need to give someone access to your paypal account with boots on the ground in the USA. There is always a paper trail though and I am not sure which hoops you need to jump through to use those withdrawal ATMs or how many there even are.

Some are using stealth PayPal but this is not advisable if you are not into this. PayPal has delimit those countries who can use their payment processor. How about payoneer instead, just read the policies of the website.
