From my experience, this works best if you are already in top 3 spots and your competitor is out ranking you. If you are nowhere close to your competitor, there are better ways to search for potential opportunities.

Never create links where you comp created find what they are doing and do better than that you will definatly outrank them. I usually do this. If I feel comp backlinks are more quality then I will try to pulish there. Just forgot about tire3 links what your comp made. Always keep an eye on comp strategies.
