That's not something I can answer. All that I can tell you is that terrorists used planes to hit buildings. Why would they bother to steal a plane and risk getting caught? You tell me.

The madness I have seen and heard for the last 20 years makes me worried. Here's a proof of concept what people can achieve with drones.

A 747 plane and a small drone are completely different. Even 18 years ago a used 747 would have been at least $50 million. A drone can be built with off the shelf parts for $1,000 or less.

Ofcourse there's point in stealing something which is easy to steal. Any embedded UNIX/Linux system will have embedded password. Break the password (hint: download the firmwire ) and you get to control the device as root. It is damn simple for the attacker to remain hidden; yet steal the device by sending it specific commands. Also, the "not so tech savy" person won't try making a diy drone anyway.
Not saying it is impossible to build a drone by hand, but that does not prove that the drones can't be (and won't be) stolen.

Groups that use drones for terrorism aren't going to be stealing drones from a delivery service as that would bring too much heat.
