Well, obviously people do it because they want to rank higher and make more money.
Most website owners don't know about disavowing links or anything like that. It's just reality. It's definitely bad karma though.

Ahrefs published a case study about their free backlinks checker, they said that their free tool page was spammed with negative SEO and they didn’t used the disavow tool, yet, they are ranking #1 for backlinks checker and no one is able to move them from that position.

Like on 1 site u work for more then 1 year and any person build spam Link for it and descrease your earning so how you feel ??

it works if you competitor dont have a knowledge about these things but if your competitor is that too weak why cant you work on your site and beat em, believe me karma is watching. Not a good move

Google is way better at detecting those - so if you think that you can spam someone with "viagra" / "casino" anchors and shitty links - no, its not going to work. Google will just ignore those. That said it is possible to take an website down with negative SEO. But the fact that you are asking such questions means that you cannot do it.
