Did you tell him its penalized? Whats the matter?
By the way: I would take screenshots of his article and use it against him.

Personal experience, PayPal will always side with the buyer. Your money is almost lost.
I have a feeling that I will be able to recover the hit that it received on June, 2019. I also think, this is why the seller is selling the site in the first place and that’s why I got a good deal (according to me).
The buyer knew it, you should be able to win the dispute if you use his blog post as evidence. Don't forget to save it in case he decides to take it down.
You can't know for sure, paypal always in buyer's side...
sold and bought many things online via ebay/eshops and etc. and always the best situation is for buyer.And you know it for sure?
