Can channels where you film nature, in locations where you travel, without commentary be monetized, if you managed to have over 1000 subs and 4000 hours? Won't this type of content be considered low quality, reused or repetitive?

Yes it can be. But in adsense you will get low rpm.

As far as i know, commentary isn't the major determining factor for channels eligibility. even though it could be one of them, Youtube won't out-rightly reject your application if you have no commentary.

Why not! If your video quality is good you can even do GREAT. I see many channels doing good and don't have any commentary at all.
