Obviously. Nothing is free. SEO costs money, you can do most of it for free thought (still costs time) but for some parts you might need to pay someone, people usually pay someone else because they can a) do the job better b) do the job faster/get a load of their back.

I do agree with @SocialManager SEO at its core is near optimization that converts content into a format that suitable for ranking.

But for most cases I do believe you need external services, or tools that can provide these services.
