Why do social panels always have problems with PayPal?

The panels don't have a problem with PP; PP has a problem with them as they are not an approved service for the PP processing system.

People can buy $1000 in credits let's say and then chargeback, most likely Paypal will side with the buyer and the panel provider will be -$1000...

Well mate this was a silly question of yours.
Try to open your own shop & sell anything LEGITIMATE with PayPal & come back tell us your experience with them.
It's called GayPal for a reason, chargebacks are like 99.99% in favor of the buyer, so... you got the point.
Nobody wanna risk their hard earned money & time wiped away by some donkey jerk out there buying the service, using it then " hey GayPal , i wanna my money back..."

Stripe and other payment processors don't accept panels as well. I'm not sure if it's because these services are high-risk to merchants due to chargebacks (I've resold these services and these customers love to charge back after delivery), pressure from FB and other social media platforms, or since it's illegal in New York (and possibly to be in other states), but it's not in their best interest to do so.

PayPal, Stripe etc. have all banned SMM services. If you are caught selling them they will permanently ban you and freeze your account for 180 days with your money in it. They consider SMM "high risk". The sellers that are accepting these options are risking a lot. I forsee all panels only accepting Bitcoin or altcoins in the near future. It's simply not worth the trouble dealing with PayPal or other processors
As a buyer, I would suggest opening an account with Coinbase (US & Europe work for this) where you can easily buy Bitcoin with your PayPal balance. Its extremely easy to do in 2019.

Everyone have a Paypal account nowadays
It's so easy to open one you just need a credit card and the process is so fast that it does not even seem like you're opening an account on an external processor
but not everyone want to give the documents and hold it to a selfie to become verified and be able to purchase bitcoins in the exchanges
excluding paypal from the list is quite likely that he will lose many sales

PayPal banned my account 220 days ago and it looks like they are not going to unblock it anymore and payback funds.

This is 100% true and definitely understandable. But from a sellers standpoint, once you're banned using your real details from PayPal its extremely difficult managing stealth accounts that can also be banned at a moments notice for any reason. Plus for every new account you must wait 21 days to receive any funds at all. No seller would want to go through that process over and over again. I really don't know a good solution for both buyers and sellers at this moment. Rough, rough times for the SMM business right now. I hope another processor pops up and takes their place, but I highly doubt it.
Not surprising at all. If you didn't have a bank account attached before the ban to withdraw to you can kiss the funds in that account goodbye forever.

He can keep buying paypal accounts in order to stay on the game
but the price of the products he sells has to be very close to the value of it to compensate the loss

What about 180 day period? What are they saying? I think it is obligatory for them to pay the funds in your account after 180 days.
I had issues with PP several times, I even once thought there is no way out from the situation, but suddenly my account was lifted from limit, so who knows, PP is a douchebag anyways..

It is risky for panels because of chargebacks. I get scared selling services outside this forum with paypal as I am not protected in that case.

180 days are over even 220+ days. They say that I can't use PayPal anymore. Nothing more. It's their obligation they are not going to do. PayPal was linked with bank account.

Customers can charge back. Some panels (mine included) only accept PayPal as Friends & Family to avoid fraudulent disputes.

Don't leave it like that, search the marketplace for people who help with withdrawing from blocked/closed PP accounts, I believe you will find help.
