PayPal, Stripe etc. have all banned SMM services. If you are caught selling them they will permanently ban you and freeze your account for 180 days with your money in it. They consider SMM "high risk". The sellers that are accepting these options are risking a lot. I forsee all panels only accepting Bitcoin or altcoins in the near future. It's simply not worth the trouble dealing with PayPal or other processors
As a buyer, I would suggest opening an account with Coinbase (US & Europe work for this) where you can easily buy Bitcoin with your PayPal balance. Its extremely easy to do in 2019.

It's so easy to open one you just need a credit card and the process is so fast that it does not even seem like you're opening an account on an external processor
but not everyone want to give the documents and hold it to a selfie to become verified and be able to purchase bitcoins in the exchanges

But from a sellers standpoint, once you're banned using your real details from PayPal its extremely difficult managing stealth accounts that can also be banned at a moments notice for any reason. Plus for every new account you must wait 21 days to receive any funds at all. No seller would want to go through that process over and over again. I really don't know a good solution for both buyers and sellers at this moment. Rough, rough times for the SMM business right now. I hope another processor pops up and takes their place, but I highly doubt it.
Not surprising at all. If you didn't have a bank account attached before the ban to withdraw to you can kiss the funds in that account goodbye forever.

What about 180 day period? What are they saying? I think it is obligatory for them to pay the funds in your account after 180 days.
I had issues with PP several times, I even once thought there is no way out from the situation, but suddenly my account was lifted from limit, so who knows, PP is a douchebag anyways..

180 days are over even 220+ days. They say that I can't use PayPal anymore. Nothing more. It's their obligation they are not going to do. PayPal was linked with bank account.
