Why on Ahrefs, URL with 0 backlinks has UR value?

Doesn't URL rating calculated from backlink to that specific URL?
How come 0 backlinks have URL rating 13?

Help me to understand it. Thanks

Maybe it has internal site pages linking to it and they’re passing juice? Or maybe the url rating is cached from when there were backlinks pointing to it?

I see, so ahrefs also calculating link juice from internal link.
I don't think this is because cached data so the backlink doesn't show up, because I see a lot of URLs are like this
