it's a way to evade detection that could be used in any way you want (protecting your affiliate links - ad campaigns - hiding your CPA links from social crawlers that ban you for it...ETC) sure it could be used to cheat in many ways, they are NOT hackers or terrorists you know?

Don't be a rat. Rating people out aint cool. Go learn instead. Then compete and spend your time and efforts in building your sites and ranking them instead of trying to destroy others.

More words in the wind with nothing to backup.
First, if you was really as good as you think you are you will not be here asking for advice.
Better start do something that will help you evolve and earn money.
That will use you more then wasting time on reporting websites.

Most important, no one will care about your reports, Google will take actions only if they can find evidences themselves, not by your reports.
