I do not agree. Doing SEM is a really, really complicated practice to get right. If OP wants to appear at the top of the page:
- Doing proper keyword research is essential. If you have a product / page, how are your users searching?
- Buying keywords that are relevant to a user's search (as @SEO TEAM said) is also essential.
- In addition, the copy of your ad needs to be good. You have to pay a lot for those clicks, so make sure the user would be willing to buy before they click. If there is a specific price (say $20 for a book) then put that in the subject and in the title of the ad. That means more relevant clicks and a better quality score.
If you do this properly, you'll often times bid less than your competitors because your quality score is better.
There is so much that goes into this. If you don't know this year, dedicating a few weeks (full time!) to SEM to really learn this stuff will pay itself back in spades.
