New Adsense Account in Different Country

i want to create an adsense account in a coutry that i dont live in ( lithuania ).
my question is what VPS/RDP should i use to create this account so it does'nt get blocked?

it is always better that you use the IP of the country that you are creating the adsense account, but if you can not, try to use an IP that you have not banned before the account

You shouldn't use a VPS, you need to use a Socks5 Proxy. Check out something like VIP72 or Proxy911 (Google)
