Regular proxies typically come from data centers and sites like Google and Facebook will recognize them. I use them myself when I scrape information from e-commerce sites. They are smaller generally, and I just need a unique IP address. Residential proxy IPs are what you would get from your internet provider. They appear to be a human on the other end and make them way more versatile. As for the best for the price, check out the forums, there have been threads recently I believe. I personally don't have a goto, it's rare I deal with residential IPs.
