Are Instagram bots illegal?

yes illegal but it's safe if you keep everything looks real
i used followplanner for long time it was great

If they pay their taxes, then no, if you ask the IG then yes. Depends who you asking

Automation itself is not illegal IN MOST JURISDICTIONS. Automation to commit fraud is illegal everywhere. Often it depends what you are doing.

Just promoting your account via automation does break the TOS and could result in your account being banned. However, in the US, there was a precedent set (last year or so) when a company sued a bot developer and argued that botting was comparable to hacking and the developer lost due some computer hacking law. But that is the US where big business rules the day. I am not aware of any other finding that is comparable else where.

Nothing illegal like selling bots or automation tools.

Against the law, no. If you are using someone else's pictures, however, then yes. It can be identity theft or something similar.
 
Nope not illegal. Just against IG's TOS. Can potentially put your users at risk if they choose to use the service.
