to update you guys on my situation, I was also scammed. He showed screenshots for links, but there has been absolutely 0 link juice / ranking movement and none of the links are showing up in aherfs or google search console. This guy is 100% a scammer and the most recent thread was just to collect one last big pay day.

Did the links he showed you show up when you went to them?

No they didn't, I gave him the benefit of the doubt as I know they can take a while to get indexed. It has been a month and not a single one is showing up.

Update: he chooses to ignore the paypal dispute as well - so the upside is that there are big chances to recover $1400 (fingers crossed for that) but I still got $500 to recover 
We'll see how that goes. I keep my fingers crossed for paypal to do me justice so that I at least recover some of the $1900.
So, for all that have been scammed too, I suggest you open a paypal dispute as according to paypal's policies, if the seller fails to reply and provide information that proves he delivered the service, you will be automatically refunded. This will happen even if the seller has no balance in his paypal account, as paypal offers buyer protection. So the seller will have negative balance - and if he should fail to provide the money in 3 months time paypal will take "legal action" which basically means that they will block the account. I learned this after a lengthy talk with paypal via phone which cost me 20 euros but it's money well spent IMHO.

I've made an order for two articles with link ($360 each). I get only one link. For the other one, I am waiting for about 5 months. First, it was a problem with the administrator of the website (vacation). Later I think he disappeared. I propose a return of the money or link on another website. He agreed for the link on another website. It was about a month ago and now he doesn't even respond.
@MisterF any updates from him (in private)? Paypal refunded me but still got $500 to recover from him
There's nothing being handled in private, he's aware that this is a live Shitlist, he signed onto the forum the other day, so the clock is ticking for him to resolve this with all the buyers requesting refunds.

Good afternoon. Ordered from this user @menoah 100 PBN links. It's been a full 3 months. The links did not appear in the webmaster.
The contractor assured that puts down links regularly. As a result, I am deceived - I ask to block this user forever. I can provide screenshots of correspondence and proof of payment.

@menoah has until midnight 31st March 2019 to resolve this Shitlist or he will be perma banned.
He is aware this Shitlist is still active, so he needs to reply on here with updates.

With paypal, if you provide the printscreens you are most likely going to be refunded. This is even more true if he does not reply to the paypal case.
I had a problem where he scammed me for 1900 and I had only sent him 1400 - so the 500 extra does not appear in paypal to open a claim against him for that. My hope is that if he cares about doing business and being an active member on this forum he will send me the 500, however, looking at how things progress seems that the money would be lost as he does not seem to care about this shitlist or his business anymore

Seems his actions show him for the type of person he is, as he failed once again to even reply on here.

When you are reselling seo services from another source, you are responsible for your buyers, and this service began to unravel after menoahs supplier screwed up. That being the case, buyers here have the contract with menoah, so I suggest you do disputes with Paypal and escalate these as soon as you can.
If you paid by credit card, check the Section 75 Consumer Credit Act, if you are in the UK.
