thanks yes i changed MAC address and the wesites opened would that be a sign for any thing?In these cases you have to check "web accessibility" service (just google it). It's free. They'll try accessing your website through different servers and if it successes than something is wrong on your part.
3 things that could be preventing your access:
Your ISP blocks domain
Your ISP blocks hosting IP
Your hosting is blocking your IP because it's been abused (but since namecheap says it is ISP than most likely they see their server doesn't block your IP)
First thing I'd try is change MAC address in router and reboot router to change IP and try accessing website. If it wouldn't help. I call ISP and ask them to unblock this website for me.
yes this might be right i contacted ISP and they said maybe your hosting company blocked people from egypt from accessing your webitesit might be your country which is blocked by namecheap or its your ISP which blocked the namecheap IPs
thanks in fact if i open using proxy it works but from a local internet cafe i find the same problem and bout Roundcube it's actually random script i tried to install random scripts to try to open
thanks i did this but no thing changedFollow this: open control panel - network settings - change adapter settings - "right click" your network connection go to properties. From there, change Internet Prototocol version 6(TCP/IPv6) DNS address to: first line: 2001:4860:4860::8888 , second line: 2001:4860:4860::8844. These are google proxy settings and ipv4 settings get fucky if all your connections are ivp6 capable.

thanks i contacted them several times the problem is that they insist that there is no any problem from there end i sent them these screenshots and waiting for their reply hope this will workThe issue definately in your ISP end not in hosting end as request is not going to outside of your ISP.
