Well. it depends on your past experience. A lot of people want to open an SEO Agency. With more revenue comes more responsibility.
There are plenty of Journey out side. I would suggest to look for local SEO clients than going for global ones.

The first question should be are you actually someone who knows SEO or someone who just think that this is a profitable business and wants to try his luck in this. Also, in both the cases in order get good clients you would need to show some work you have done in past.

Rank a website. Tell others you ranked a website and show them results. Convert new clients with results. Attach a brand name to your work. Scale it by hiring/outsourcing- and showing off more results. Keep the cycle going.

What is up with people launching SEO agencies left and right. Competition, low rates and saturated market do not make it viable business for most of people IMO
