I want to target different keywords for the same blog post on my website by designing different pins.

Uploading them inside the original blog post would not make any sense to the visitor.

is it okay if I design and upload the graphic as pin instead of uploading to website and sharing it from there?

If the website content is high quality it will work fine....if the website content is low quality, your account will likely get reported as spam.

The content is mostly well-written pillar articles and the pin graphics are having having text which tries to engage audience with relevant questions to which the articles have solutions.

Should that be OK or do I need to consider some other strategy?

Sounds like a great strategy....as you start to see results, think about adding new boards to your account, each board targeting a specific page on your site, with lots of different pins per board, each targeting a single url ;)
