Cross post in other groups that are related to yours without sounding promotional and you'll get others that will join your groups.
Contests to see who can add the most members also works but I find that pretty annoying to deal with so I don't do that myself but I know it works.
Ads are not something I would do though as that is money out the window to build FB.
