GMBs Verified in Bulk- no addresses

Hey guys,
I am seeing tons of new GMBs being made that dont have addresses and they are verified. Someone has figured out how to not only add fake lisitngs without addresses -cities only- and verify them easily. Never seen this before. Anyone here know how to do this? I would love to know.

There are many people offering verified GMB without address. Search in marketplace and you will find.
