But there are a lot of companies that offer this service.

Companies sell you anything, just to make money, regardless of whether it actually works or not. Surely, some links get indexed with such a service, however I don't see value in links that have been indexed the unnatural way. Do you think Google values them?

Just build links from authority sites and you won't need to index them manually

Or build tier 2 to links

I always go for Quality vs Quantity but I choose to have both types anyway as it gives me the impression that power is in numbers. I know it doesn`t make much sense, I know there are sites that rank in the top 3 with less backlinks than others that rank much lower, i know...

Last time i Run this strategy, I used instantlinkindexer or backlinkindexer, don't know it still worth or not. I better used PBN strategy to gain backlink and let google do it naturally, it more measureable and proof increasing traffic to my site for targeting keywords.

01. Create blogspot blog
02. Publish article with 5-10 links (only backlinks, no content is necessary)
03. Submit blogspot url on Google web master tool.
04. Done!
Within 2-3 all my backlinks get indexed.

Yes, you don't need to "index" them, they will be indexed naturally if their are quality.

Google webmaster to index link works fine, as paid indexers like rankindexer. But the most natural thing would be build t2, leave it, and wait for natural one.

Quite possibly the worst links one can build to a site as they are a little less valuable than worthless.

Just tried this. Blogspot URL gets indexed but the links within the page are not. In Google Search Console (for blogspot sites), there doesn't seem to be a place where you can ask Google to crawl links within the page too. I believe on normal (non blogspot) sites there is this feature. Am I missing something?

Go to the old version of Webmaster tool.
When request indexing a post check "index this page and its direct url".
Wait 2-3 days. Your backlinks will get indexed.
This method works really good for me.
