Best residential/private proxy for PayPal

Hi guys!

I am interested to know what is the best method to use PayPal with proxies.
Are there any FIXED residential proxies available, that I could use with a PayPal account?

Or should I use rotating proxies from the same city...?
What is the best way here?

I would like to set up 5-10 VMs with a proxy like this attached to it, and I would like to browse only through these proxies, including sites like PayPal and others.

I know that this might've been already asked, but everything seems to be constantly changing, especially regarding security measures for big sites...so thoughts?
