To answer your first question, maybe. I go in depth in the eBook about the the term virgin is misused and how it's unrealistic to pursue a virgin proxy, however you can expect the proxies you create to be of superior quality to those that come from providers.
Regarding your second question, Yes. You can create proxies from whichever Geo location you would like, this is would depend on the locations offered by the IP provider.

I purchased this ebook last week and tried to create my own proxies after few days of purchasing, there were few errors here and there but OP's support is top notch! Everytime i had a doubt he cleared it and after reading the guide i created my own proxies now which are cheaper than proxy providers here. If you are serious about creating your own proxies then this ebook is for you, even if you manage small number of social accounts and thinking will it be worth it or not, this is completely worth it. Also the future update of creating mobile proxies will be much more useful so i am pleased with support and the information this ebook has.

Has anyone tries using their self-made proxies for IG? It is the ultimate test to see if a proxy is "superior quality" or not.

Yes, I can tell you from my own experience that self made proxies will always be of superior quality to those made by providers.
This is because when you make your own proxies it's only you using the subnet, while when on a provider's subnet there could be as much as hundreds of people using it, which is a straight giveaway that it's used for spam.

The rate is per month, however please keep in mind this is lowest of a range, as the focus in Proxy Know is quality of proxies and not price, and with that they still average cheaper than providers proxies.

Setting up bulk proxies (100+) will depend on if the IPs are from the same provider, if so, then it'll be easy to set up as much proxies as you need, however if you're looking to set up a lot of proxies form different providers it can be a little time consuming.
