When it is the right time to start building links?

I created my blog a month ago. Right now it has something more than 12 articles, 0 DA 1 PA, 36 social shares (I don't know how I got these shares but yeah whatever).
When is it the right time to start building some links?
Asking this because it is not a use it and trash it site. I want to keep it longterm and work on it seriously. I don't want to mess everything up.
And also, what kind of high quality links should I start with.

Go for quality over quantity, niche relevant and be consistent, so don't pile loads in this week then wait 6 months before repeating.

Your site is almost one month old and has enough content on it, you can start creating backlinks for you. Make as many backlinks you can because there will time for indexing those backlinks as well.

You can start anytime, the earliest you start the better result you will get and one month old is ok for a blog. Make sure you have already enough content to promote it and your product or service is ready. But if you are waiting for some kind of sign or perfect time it is now!
