One of my cat accounts with ~1,5k followers went top posts on almost every hashtag.
Recent photos get about 5-8k likes.

I am using the same hashtags all the time, one photo daily, no problems before.
I am following/unfollowing ~500 people daily and unfollowing the same.

Today i can't post a picture on that account neither from bot or manually (the bot says it uploaded successfuly).

What can be a problem? I can like, follow, unfollow normally, i can login, change everything.

I think using the same set of hashtags all the time can get you problems. Plus following/unfollowing 500 users daily is quite risky for such a small account. I'd suggest to slow down a bit and wait for a day or two before trying to post again.

Instagram can detect if you are using a bot
Post from your mobile phone

similar actions every day really look suspicious to instagram

Its getting deleted by instagram
Try posting picture with no caption

I’ve had this happen multi times. But every time I just ask my provider for a new proxy. I’m allowed to post picture again via jarvee

Same hash tags = (in the eyes of IG) SPAM

Best to wait at least 2 days and post without hash tags. If that goes OK try again but with different ht. Why don't you spin a set of 40 hash tags for instance? You'll never have this issue again..

I also believe that you can safely do a total of 800 actions, so 400 follow/ubfollow.

Look, pushing limits may bring short term gain but it fucks it up in the long term, you now notice that. If you just do it a bit more laid back you won't even have to think about the acc and drink a nice beer instead of fixing the issue.
