This website (CPA) has backlinks from Google and I'd love to know how did he get it or what am I missing here?

No idea what's your mean, have u used tools like ahref.com to track that? Then you can see the EXACT url which coming from Google, duplicate that.

not for old users...if you already have a goo.gl account you can still create short links
