Ranking first with CF and TF 0

I have this competitor for some keywords ranking 1 with metrics like this: DA 18, PA 20, CF and TF 0. How is this possible? Also backlinks showing 0? Is it possible that he is still using PBN?

How do I compare / compete with this not knowing strength of the links?

It's not native english keywords and niche in specific country. KW tools shows as competitive niche.

Although you don't specify at least the number of links for the others, judging by PA, I assume they have few links.

If not all your competitors are hiding their links, the competition looks easy.
