Making money from 600k+ installed android app

hi i have app actually 2 apps that have almost 600k users on them they are all utility apps like flashlight and compass, however most of the users are from undeveloped and sunctioned countries like iran , and others are from india which has low cpm in ad networks .
I also currently run admob banner on the but because most of the users are from these countries admb doesnt give me too much almost 80$ per month .
is there any method to get money out of this apps that workd with these users ?

Well, it really depends from the niche, the features you provide, etc... You will never get the right answer if you don't test stuff.

Did you promote your apps initially like app installs etc at beginning or your descriptions and title were keyword optimised.Or your niche is less competitive??

That's really a low income for such apps!
Can you try to insert an interstitial admob ad maybe the click rate will be higher

first remove the banners.
banner cpc is low compared to full screen ads.

Use your own ads mixed with cpa.
I remember back in 2017 some browsers needed indian users and they were paying 0.6$ per install.

And do not use the income to rank for 1tier country, it would be the same as throwing that money into garbage.

add push notification to your +600k downlaods app , so now you can get new free installs to your new apps .
add some cpa offer to your app to make more money . keep scaling.. this is how things work for mobile marketing

My app is the best app in the category of tools in one of the best android markets in Middle East, sadly my most users are from Iran. and iran doesn't get much AdMob ads.

i recently rented my app to a telecom company that sends nearly 500K notification per day, annoying but it the only way now, and how much they pay me 50 $ a day! it too low but that what i have now .
how can i find individual ad campaigns i also have an icon in the app with a remote config that anyone can put their ad and link on it but I couldn't find any customers yet.

Install a few competitor apps on your mobile, use same ad networks and ad type for your apps.

Or go with a local ad networks they usually pay better in smaller markets

I go for the first option, local ad networks company pay 0.006 $ per click, as you may know, 1 $ in Iran = 150000 rials!

I thought notifications are against play store policy!

I guess your app is outside of google play ?
