How to use ? example - your RPi has ip 192.168.1.100
192.168.1.100:3128 < --- proxy with ip 1st simcard
192.168.1.100:3129 < --- proxy with ip 2nd simcard

install raspbian, config static ip for wifi or ethernet, install wvdial and usb-modeswitch, install 3proxy from github (important - last beta version).
Modem 3g/4g - best option use Huawei, It is helpful to turn off the cd drive in the modem (i can't add links but please use google and "Disable virtual CD-ROM drive with built in software on Huawei"
now - config

Yes, but better option is connect Android phone to raspberry and turn on usb tethering.Would it be possible to turn android phones into proxy servers with mobile data plans and then connect to those devices? I can get 50gb for $8-9 a month but I'm not sure how to go about it. Any other solutions?

But how to use an android as a direct proxy server? I try some apps from the app store and not working at all; I mean to get an IP from the Android with 4g on and just put it on the bot.Yes, but better option is connect Android phone to raspberry and turn on usb tethering.
If you use only Android as proxy server - you "must" connect your computer via wifi only for this one device. If you use rpi + android, you can use multiple proxies.
