I think best thing is when checking a site not to pay attention to the label whether it is "pbn" or "public blog" and just take it as a website and thats it.
but then you also hear very common phrase now a day which is : "people selling pbn as guest post"
this "guest post" will have absolutely "0" traffic.
and contrary to that you see PBN with some traffic are being seen as a "good thing"
but I think your general statement about both is quiet correct
