Just created Accounts gets "While Suspended, you cannot add coupons" -Video campaign

Hello guys,

I'm having this problem with Adwords with a video campaign:

I have done some accounts for a video advertisement and gone well.
Then, when creating new accounts promoting the same video, get this message when I try to put the promo coupon "While Suspended, you cannot add coupons".

I thought the system detected the video from the precedent accounts and get it banned. So I have created a new video with the same photos, but with different photo duration, music, transitions, total video duration, different sequences of the photos on the video, created new Youtube account(new IP), different video description on Youtube and used a different final URL on Adwords.

But again I got banned the automatic system, when trying to put the coupon got the "while suspended" and few time later got the suspending email with "suspicious payments"

Tried 2 different videos with few attempts​

My question is: how it's possible that Google detect that it's the same video?
Could be that other legitimate people use the same photos to make a video and promote on adwords, so why get it banned?

What could I do to camouflate the video to don't get detected by the system?

Since 1 month adwords account suspensions have been sky high. The solution is in doing your own research (I have seen great tips here at BHW). Just think out of the box. More than doing different things, do things differently, as far as adwords goes.

Try to change the background or the geometric arrangement of the pictures (if possible).
