Is it legal to host a forum like the old LeakForums or Scriptznull?

If my friends start a forum like the old leakforums or scriptznull will the feds come raid my friends house? Is it legal? No downloads will be hosted on the server and the users will provide the download links and info and my friend will include DMCA info incase somebody wants something removed is there anything my friend has to worry about? Can he use a .com or .net domain? Does he need offshore hosting?

LF did face a shit ton of legal bullshit because of the fucked up users. I remember people exposing nudes even child pornography, a shit ton illegal ways to make money (cookie stuffing etc) and there where a shit ton of viruses.

If the questions is legal or not, for sure the answer is illegal.
However if you plan to have that kind website make sure you have backup enough fund to cover host fees and unpredictable situation and find host that willing to ignore DMCA.

Tell your "friend" if he wants a forum, find a niche, start a forum. If the desire is to start an illlegal warez/download site as your "friend's" first site, then yes, they will be caught up in some legal mumbo-jumbo depending on the country they are in.
Your "friend" should research some more as to the literally thousands of ways to make money online without worrying about legality.
