Is this "Negative SEO"? Should I Worry?

Today, Google console alerted me of a new backlink. Someone has posted a comment on a blog, using my site as the "URL" field of the link, with the following text:

"Hello! I know this is kinda off topic nevertheless
I’d figured I’d ask. Would you be interested in trading links or maybe guest writing
a blog article or vice-versa? My blog covers a lot of the
same subjects as yours and I believe we could greatly benefit from each other.
If you might be interested feel free to send me an email.

I look forward to hearing from you! Awesome blog by the way!"

I can't think of ANY reason why someone would do this, other than to give Google the impression that I'm going around asking for trading links.

Questions:

1. Should I be worried?
2. Should I "disavow" these links in the search console?
3. What if there are hundreds of comments all over the web like this?

Let me know your thoughts on this!

I'm thinking of using Google's disavow tool for this link. But if as you say, there will be thousands, how do I deal with that?

many times I have seen people using any random domain while testing blog comments through scrapebox. so it could be also that but in all probability someone may be using scarpebox to comments on thousand of domain. So keep checking new link through ahref and disavow it immediately

Have you paid someone for a service. Maybe some dumb fuck you paid for a service has got his orders mixed up and used your url and someone else's anchor "John Deer Technical Manuals" would be a pretty bizarre anchor to use as NSEO. Most retards assume "Dick Pills" is NSEO not tractor manuals.

No, I've never engaged the services of an SEO. Apart from hosting, I've never spent a cent on my site - I do everything myself!

Only thing you can do is build a great link profile so that Google will consider these crap links as noise. You offset the bad links with good legit ones.

Yes you should disavow such backlinks. This is negative seo. Disavow all those links which you feel is harming your site.

Maybe he will just spam the owner of the site where he left his comment after he is willing to agree a guestpost switch.
So he writes a article about some other activities and the owner of the blog expect a guest post in your blog?
