Target niches/keywords with higher CPC is and fill your pages with them.

Where's most of your traffic coming from? US, Europe, or something else? 3rd world country traffic = low CPC
Does your niche have high CPC's or did you go into a niche that normally has a $.1 CPC, but want $1 CPC?
Answer the questions above and you'll improve it.

USA traffic. But my CPC is very low

Maybe the size of the ads or their placement is wrong

CPC is what you are supposed to earn per click.
It has nothing to do with size of ads or placement.

Are you ranked for the keywords?
Is the CPC not what it should be?
Or is your conversion rate poor?

You should really care about RPM, which is a combination CPC and CTR. Low CPC is fine if the ads are targeted to your traffic and they are clicking them often.

I always have low RPM and CPC, once i "force" users to click on ad, my RPM jump all the way up to $8 - $10 and CPC to 0.10-0.15

So, try to get some legit ad clicks and google will server the best ads for your site.

Edit: forgot to mention that my site has literally 0 content, only 2 google ads and 2 lines of text.

Cpc depend on the keyword and the quality of traffic it gets. For increasing your cpc focus on these factors.

CPC is niche dependant. You might have picked the wrong one.

Is AdSense only network you work with?
You can monetize your website with multiple networks at the same time.

Additionally, you can set up an ad server and waterfall where networks with the highest rates come first and the lowest comes the last.
Most of the times I use Adsense at the bottom of the waterfall (if the site is not headerbidding) as it has lowest rates but 100% fill.

My Adsense CPC is very low. How to improve it?

Well there are many ways to do it, the best I usually do is, I ensure that my article contains some high CPC keywords which randomly gives me $5 per click or more.
Example: You might have a generic niche, but still the next time when you write a generic article ensure you cover something of High CPC in a couple of lines, that's the trick!

One thing to keep in mind is that not all CPC ads will be related to the content on your website. If a visitor is getting retargeted by someone who sells high ticket $1,000 coaching and they click on that ad on your site, the CPC will be higher than if the visitor is getting retargeted for some $30 course w/ a lower LTV.
