Not sure about it, but you can create as many as the one real number instagram supports.
They are the pre-activated numbers, so that's mean they are not the fresh sim cards, as for keeping fresh numbers alive does costs a lot, so that's why these numbers works longer and good enough for verification. Further the simply solution for another dedicated number you can create the Google voice account on them and have your spare number to use for.
