I do not know SEO that well, but I have a friend that wants me to take over his marketing. His site was doing fine, and then he noticed that he had a lot of spammy pages, then the hosting/SEO company (the company I am replacing) claimed to accidentally delete his site. bullshit for sure

but what actions should I take when approaching this project? if there are low-quality backlinks should I worry about them?

Just disavow them to start with...

If you build quality links the low quality ones will have little to no effect.

If you are not all that well versed in off site SEO, and that is part of your business arrangement, work with someone that does have that knowledge and allow them to be a part of the solution for your friend.

Odds are that working with someone who has been down this road and knows the drill will be an asset for you and you'll be able to learn from what they offer.
