I know this may be a newbie question.... How do some websites with a terrible domain authority (8) and a page authority of 0 outrank websites with great domain authority? I know back links are just one piece of the pie but their website is also terrible... Do they just know a secret to SEO that nobody else does?

Did I freaking miss a seminar on how do absolutely no work and get ranked?

Probably just a nice big juicy well hidden pbn

Authority is not everything which is why those that spend stupid money on links from forbes etc are not using their resources to their full potential.

If you see a DA1 PA1 result in the top ten.. -> P B N.

I have definitely learned that links are important but aren't everything....

I've never heard anyone say google is random, but I'm going to go out on a limb here. Google uses randomness in it's algorithm, It's the best way to prevent persons from really ever 'studying' your algorithm. The algo eventually sorts it out but I still believe there is a fair share of randomness.

DA/PA aren't an entirely accurate metric to measure a site's authority - these can be easily fakes/manipulated, simply by pumping a large amount of contextual links to the site, and that would bump both to close to 40-ish, which still may not rank fairly well for a selected keyword.
Most likely that site has very little link, but the links linking to that site could be of very high quality - something like PR6 or equivalent (if we were to use the old PR metric).
I'd choose 1 PR6 link anytime over 10-20 or 30 PR1 links, as that 1 PR6 link is worth much more and would definitely provide a strong boost in positive SERP movement.

You have to provide something that people want to buy. Having your own product means you will rank as long as your website has buyers. Content is great but repeat buyers are the real KING.

What is the keyword difficulty? Are other websites optimized for that particular keyword? What is the average number of backlinks pointing to other websites?

DA & PA are just to know how your site is performing, it's not the only thing to measure your site quality. Many other factors available well-researched content, bounce rate, page speed, mobile optimization, organic traffic etc., If your site good at these metrics other things will be followed up.

I assume maybe they have targeted LSI's or less competitive keywords.

OP why don't you look at the backlink structure of that site in Google? If it has good backlinks from a number of different sites that are well indexed, too, PBN is your answer.
If you can't see any on Google, well then - horribile dictu - they do it with great content.

DA/PA is a third party metric that is incredibly inconsistent.

The ONLY truth is where you rank and how you convert.
