Off page seo is all about building diverse quality of backlinks for your website. Make sure to go for natural and white hat techniques at first. Build not more than 8-10 backlinks per day. Blog comments can be spammy.

Test .. thats the only way to find out.
Even if you research competitors ... there is only so much you can see.

IMO you can check with the competitor's backlinks and try to work on the same strategy. The effective way is always been a diversified one as I experienced.

SEO becomes more and more difficult these days it is not only about off page. You should do some research, compare your website with your competitors, both on page and off page and then work out accordingly.

off-page is a part of SEO you need to be careful with, if you building backlinks to your website do it gradually and from good web pages, use diverse anchor texts and use contextual links only
