Been away from internet marketing and focusing more on my studies, my adsense acc is inactive for over 5 months and i need to get 1 or 2 impressions, so if someone has a blog with few visitors, can i post a single adsense ad for an hour or two, the balance of the account is almost 20€ and i thought it's not worth it not trying to save them, plus the account would get disabled.

No it would be not disabled for inactivity. Regarding the money in the account, if you decide to close account, you will be paid that money (from what I have read online).

If all you want is few impressions, create a wordpress.com blog or something with little content and open it from from a different IP (mobile data, etc; don't click on ads though).

Cheaper and time saving option : Add your code on a Adsense revenue sharing website and post an article or two there.
