IS Backlinks is good for new website ?

My Website is 20 days old and i want to start link building but someone says that backlinks are not good for new website . can any experience person confirm it ?
 
If you done with onpage seo yiu can begin to add few, start with social media ones then add slowly if you're not sure select any seo package and let them handle it, or select link building ones.
 
Before building backlinks, first you need to do on-page seo. Make sure you have enough content on your website.
 
You can, but start "natural" - add some social media signals first, few lower authority links etc. But be sure as @Vaibhav Adlakha said that your onpage is strong (not overoptimized) and you are ready to go!
 
Start slowly. It wouldn't look natural if your page all of the sudden received 10.000 links over night.

It's a fine balance needed.

If you buy links, it usually takes 2 weeks before they are delivered anyway. Could be good to have in consideration also.

I like your title. It could also mean "Islamic state backlinks is good for new website ?" :D
 
You should also build links to other pages of your site in addition to your home page, right now!!

20 days it's fine for buying links. Start from a small amount.

Example:
20-30 days - add 2-3 good authority links without anchors, just url in text etc.
30-40 days - add more. 3-5 links (half with anchors)
40-50 days - add again 3-5 links
Total for the 30 days you need 12-15 links, but not more.
Of course, buy quality links, check donors and indexing of them.

Start gathering all the authority websites in your niche and systematicall reach out to them for guestposting opportuntieis. Research the links that your closest competitors have and chase those links. Build a social media presense and start pushing your content out via social media.
 
You can build links starting from day one as long as they’re quality, diverse and not aggressive.

But

Since you’re asking this question I suppose you do not know how to build those.

Quality guest posts are difficult and extremely slow to build. Even 3...7 such links per month is a good result. To build those you will have to outreach and write day and night. Or spend ~1200 usd (this is a fair price for 5 da45-50 quality guest posts).

First of all I’d suggest you to create about 50 website/company profiles on YT, twitter, etc

Most of these will be no follow but 100% legit. This will be your way of saying hello to Google as a brand, not rogue.

Do it with social signals and no follow directories like Sicario mentioned. Quality links are good as well. Avoid low quality links like the plague!
 
Start with social profiles (Facebook, Instagram, Google+).
And you can start to build guest posts backlinks slowly and not blast with SEO Packages.

If i have a site that is about 11 months old but it had nothing done on it except for having the homepage and a few articles, could I remake it and start adding backlinks soon or would i need to wait?

Sure, You can start right now!
Try to do it naturally as possible my suggestion is 2/3 guest posts/week of course its depend on the websites quality.
 
wait five full years before you even THINK about building your first backlink
 
Do some on page seo at first. As link-building is the main part of offsite seo.
So, if you are going to be successful over offsite SEO & your onsite is too poor; then your bounce rate will be increased and it'll impact your SERP.
