Use gmt2. Its $10/month so its as good as free.

I used both jarvee and GMT2 and gmt2 is far, far easier to use than jarvee.

Jarvee has a lot more options for customization though. I'd get a cracked one if I could for shits and giggles. For now just sitting on trials whenever I need to scrape simple stuff

I agree with other members here, but It seems that you're lack of budget; therefore, take a look at Tim Großmann's InstaPy.
It has an option called follow_user_followers which is capable of doing what you need.

It depends on the amount of accounts you are using and what tools you need. As an example, we use Jarvee for main and client accounts and use GMT2 for our bulk child accounts. You cant edit bulk bios in those so for that we use followliker. Id say start with Jarvee and if you want to create bulk accounts get GMT2. Jarvee is my go to but can get buggy with bulk accounts.
